On the desk of the special task force for comprehensive pesticide and veterinary drug rectification of the Shanxi Provincial Department of Agriculture and Rural Affairs sit two things: a clue ledger and a scheduling table.

On the ledger, each clue is marked with its source — on-site inspection, complaint or report, or referral and traceability. The scheduling table is updated every half month, with figures on enforcement inspections and case investigations updated on schedule. One connects to public reports, the other to frontline enforcement, extending this rectification campaign from the deployment meeting to the fields.

In mid-July this year, the Shanxi Provincial Department of Agriculture and Rural Affairs and other departments launched a province-wide comprehensive rectification campaign to further standardize the production, operation, and use of pesticides and veterinary drugs. On July 16, provincial and municipal departments held a video deployment meeting, and all 11 municipalities subsequently completed municipal-level mobilization. It was made clear that by the end of March 2027, a number of illegal "black dens" would be shut down, a number of prohibited pesticides and veterinary drugs would be seized, a number of illegal online stores would be cleaned up, a number of major cases would be investigated and handled, and a number of typical cases would be exposed.

How is the ledger built? Clues are classified into 7 categories: those discovered through routine inspections and sampling tests, those traced through rapid testing at agricultural wholesale markets, those from the 12345 hotline and petition reports, those discovered on online e-commerce platforms, those reported by grassroots supply and marketing outlets, those assigned by higher authorities and exposed by the media, and those reported by internal "whistleblowers" within enterprises.

First, the baseline is clarified. The Shanxi Provincial Department of Agriculture and Rural Affairs has established records for all 36 pesticide manufacturers, 135 veterinary drug manufacturers, and more than 7,600 pesticide and veterinary drug business entities across the province, designating areas with concentrated production and operation as key regulatory zones. It has reviewed case files from recent years involving petition reports, supervisory sampling tests, and administrative penalties, investigated and summarized problem clues, established the ledger, and publicly disclosed complaint and reporting channels. The Shanxi Provincial Department of Agriculture and Rural Affairs website and official account have published the "List of Prohibited and Restricted Pesticides and List of Prohibited and Suspended Veterinary Drugs (2026)."

The scheduling table shows real results. Since the campaign was launched, Shanxi has continued to carry out the "Green Sword Protects Food Security" enforcement action. In the week from July 30 to August 5 alone, the province dispatched more than 300 person-times of law enforcement personnel, inspected nearly 200 business entities of various types, and investigated and handled 10 cases, including 3 cases of counterfeit or substandard pesticides and 3 cases of illegal veterinary drugs. Problems found were investigated and rectified immediately.

Enforcement has clear priorities. Eight prohibited and restricted pesticides have been designated as the core targets of rectification, with inspections of workshops, ledgers, and inventories, and "three checks" carried out for each licensed manufacturer. Online drug sales have also been included in monitoring, with agricultural e-commerce platforms and pesticide and veterinary drug online stores in the province being investigated one by one.

Reducing burdens at the grassroots level. The rectification campaign does not involve duplicate inspections. Shanxi has integrated this campaign with routine supervision, regular sampling tests, and the promotion of commitment-based compliance certificates.
